Nothing has changed through eras of Democrat and Republican control. So I don’t see it as partisan at all. I see politicians unwilling to rock the boat because of what might happen. Like they may not be re-elected. Self serving feckless hacks all.

Retaliatory budget slashs by the Legislature are a known reality. The Legislature has been doing that for years to Dept of Env Quality. They take away and if someone makes them happy they will give some back or if not they may slash more.   Cooper and his Cabinet knew this and so it shouldn't be a factor but it always is in the end esp with the cuurent power balance.

So DEQ refuses to do their jobs from fear of retaliation that may or may not come. No wonder those people can’t survive in the outside government jobs. The absurdity of this makes my head hurt.

Absurdity or practicality?

Fear of political retribution is real in NC. It mutes the voices of many I know from DMF employees to regular state employees, and from private citizens who supply goods and services to the state.

The wealthy mold the words of politicians with political contributions which inevitably leads to the politician using the public dollar to repay the wealthy and censor the dissident.

Both the politician and the bueracrat fear the process. A DEQ Secretary with no budget has no power and an unfunded DMF is seen as powerless or prejudiced by both sides as status quo is the only agenda it can afford.

Two years ago the left and the right sat down and agreed that marine fisheries needed reform. Representatives from both sides were in agreement and I was privileged to listen to their goals.

The extremes of left and right have silenced those voices with both threats and unfunded issues that muted all involved.

The only power that can act quickly is held by the MFC, but will they continue to be more concerned with their political perception or the legacy they leave?

The people will stop and listen to an MFC that fights for doing the right thing for a majority.   But a silent MFC gathers only those who fear them for those who would rally in support of them see no future in them based solely on what they have done.

No one is motivated to support those who do not fight for them.

The law says that the DMF will follow the guidance of the MFC. It always has amazed me that MFC members, one after another, has somehow allowed the roles to be reversed.

Maybe one day a MFC will emerge and use the power they have!

If decency and honesty apply to fisheries management in NC, then they would stand in for the chivalrous code that the mystified onlookers of Don Quixote fail to observe, and eschew, even as DQ thrashes them in word and deed in his quest to make the world right. So then, fisheries management in NC has long been given over to the least honest and decent impulses of its most Machiavellian citizens, who manage to harness the power of the state to their use in hewing apart the idea that honest and decent considerations should be applied to publicly held resources. In this paradigm, DQ becomes all of us who labor in the darkness of political fisheries and expect some acknowledgement that decency exists in the sphere at all. If Sancho Panza acts, despite his own reason and misgivings in the service of Don Quixote, and becomes the target and victim of the vile and indecent state protected forces, does that legitimize the nasty and dis functional structure laid out, supposedly to protect the interests of the citizens who are stakeholders but have no political influence outside of the dubious act of voting? If the voters fail to comprehend their responsibility to hold politicians' asses to the fire, and the chivalrous who pick up the proverbial sword and flail away get repeatedly bludgeoned by the gavel of political corruption, are we then obliged to obeisance toward those who are in the act of committing atrocity upon truth and decency? HELL NO, WE ARE NOT. Those of us from whom the truth and equanimity under the law has been stolen and raped to death become enemies of the structure which perpetrates the crime and justifies this by denying obvious truth and constructing a dishonest alternate reality that holds beauty for those who enjoy its process. But our purpose is not to preserve their larcenous process, as it surely is not to laud it, either. With truth missing, and the estuary in a state of slow death, we must necessarily hate those who force the unnecessary loss of this treasure upon us, and it becomes natural to wish to see their edifice of corruption, aimed at us, burned to the ground.
