Every time a coastal fishing license is sold in North Carolina, a portion of the money is supposed to help improve fishing on the coast, but some recreational anglers say the state is reeling in some of that revenue for other purposes.

This is from 2017 and has been addressed with unintended consequences for the Rec sector. The good...there is a spotlight on DMF spending of CRFL funds...and there have been plenty of past abuses. The bad...the three recreational members of the MFC had some control over funded projects. After the 2017 review, it was determined that only DMF can control these funds in order to get Federal disbursements from tax dollars sportsmen pay to Dingell-Johnson and Pittman-Robertson. DMF disbanded the recreational advisory committee that reviewed all projects funded by CRFL monies- coastal recreational fishing license funds. The recreational public and MFC members can make suggestions, but DMF solely has ultimate control.

for those interested...you might review these 2017 posts on the subject-
